The St. Lawrence PlanTo provide the population of Quebec with a healthier St. Lawrence RiverIn 1988, federal and provincial governments came together to invest in the clean up of the St. Lawrence: the St. Lawrence Plan was created. The main goal of this plan was to counter chemical pollution in the St. Lawrence. The Quebec and Canadian governments, along numerous partners, signed three other phases of the Plan in 1993,1998 and 2006. As well as adding 56 factories to the list of those already targeted for toxic waste reduction, the Plan also widened its field of operations. Moreover, Area of Prime Concern committees were set up in the second phase. The Plan also works towards maintaining biodiversity, agricultural clean-up, human protection, water-level management and navigation. Measurable improvements and concrete actions will have been accomplished by the end of these four phases. One of the most important aspects of the St. Lawrence Plan is the reduction of industrial toxic effluent into the St. Lawrence and the implementation of procedures to produce less pollution.
